HANOI, April 8 (Reuters) - U.S.
Secretary of State Antony Blinken will visit Vietnam next week, Senator Jeff Merkley told a news conference in Hanoi on Saturday, as part of Washington's efforts to move diplomatic relations with Hanoi on to a higher level this year.

The network, which has been described as Vladimir Putin's 'personal propaganda tool', was previously fined £200,000 for 'serious and repeated' breaches of impartiality rules over a string of 2018 broadcasts on the Salisbury poisonings and the Syrian war. 

"We want Estonia to be protected, the well-being and livelihood of our people to be guaranteed, the state´s finances to be in order, education, language and culture to be preserved, and tomorrow to be better for everyone," she said.

A statement released by the regulator on Friday said: 'We consider the volume and potentially serious nature of the issues raised within such a short period to be of great concern - especially given RT's compliance history, which has seen the channel fined £200,000 for previous due impartiality breaches. 

April 8 (Reuters) - A missile fired from Ukrainian-held territory was shot down over the Black Sea town of Feodosia in Russian-controlled Crimea, the Moscow-installed head of Crimea's administration said on Saturday.

TALLINN, Estonia (AP) - Estonia´s Prime Minister Kaja Kallas said Saturday that her center-right Reform Party has clinched a deal with two other parties to form a coalition government, five weeks after a general election in the Baltic country.

* Russia threatened to bypass a U.N.-brokered grain deal unless obstacles to its agricultural exports were removed, while talks in Turkey agreed removing barriers was needed to extend the agreement beyond next month.

* Russian forces have likely seized the center of the fiercely contested city of Bakhmut in eastern Ukraine and are threatening a key supply route for Ukrainian forces to the west, British intelligence said.

Although Reform won nearly twice as many votes as the March election´s runner-up, the far-right populist EKRE party, Kallas needed junior partners to form a Cabinet that can govern with a comfortable majority for the next four years.

The party councils of Kallas´ pro-business Reform Party, which overwhelmingly won with 31.2% of the vote, the centrist Estonia 200 party and the Social Democratic Party said they would form the coalition after agreeing on government programs for the nex four years .
